So much for all DLC will be free :/
I know they have to make money from somewhere, but please don't let them become like all the other developers and publishers out there. Evolve was meant to have free DLC too. Anyone would think we don't pay enough for games as it is

to be fair an expansion isn't technically DLC. obviously these days we have the capabilities to download it so you could call it DLC.
But an expansion has pretty much always been an extra game on the end of your game that you finished.

for example.
Blood moon
tribunal
and the other one.
were expansions for morrowind.
diablo 2 had the expansion lord of destruction.

Many games have had expansions over the years.
Then you have left 4 dead. l4d 2 could have been an expansion but they made it a sequel that resulted in uproar..

then we have DLC.
forza had MULTIPLE car packs. "this is a dlc and could have been in the game from the start"
Fable had so many stupid dlc's it was rediculos.. "special xmas hat?"
Skyrim wanted you to pay for golden armour for a horse. "again could have been there from the start"

In general DLC is usually a few small things that are of no real consequence and took next to no effort to make.
And a lot of the time these days are already on the game disk you just pay to unlock them so they should not really be called DLC.

but as a rule of thumb an expansion is almost as big as the game its expanding. and will add extra lands to explore more quests and so on.
15 hours extra game play does intact sound like an expansion. many games these days dont even last 8 hours. and it is better to sell an expansion for a game than to re lable it as a sequel and sell it as a whole new game.. which lets face it 30 hours total extra game play could easily manage to find its way on the the shelves as "the witcher: some name here" all they have to do is use the basic mechanics from the game throw in the extra contents and charge you £40 for it..
Like this its 1/2 the price but you do have to own the game already.
Personally i prefer this because this is how it used to work when we all had to go to woolworths to buy our game disks

All DLC is free. This is an expansion and 30hours of gameplay. It's different from DLC. It's actually worth it. They even said so themselves. If you don't want it don't buy it and wait for reviews. What other company says that?

DLC like map packs, new features, etc. really is just that. It's just a little more to enjoy the game. An expansion just expands the game's story and scope and it's as if it was part of the game, but development was halted in order to provide a better core experience and work on the expansion later. Provides a shorter development cycle, generates more money for them while the work on the expansion, and makes the expansion higher quality due to less time restrictions conflicting with the core game.

Think of these expansions as The Witcher 3.1 and 3.2. I would happily pay $25 for 30 hours of game play.

These are expansion packs, Technically not DLC in the original sense of the word.

DLC originally is more along the lines of extra items, A few new places like houses, Armour etc... Not entire new campaigns.
