what is and fdisk /mbr?

It repairs your Master Boot Record which may be corrupt.

However, given that you can get into Safe Mode and do a System Restore suggests the MS Knowledge Base fix might be a better option.

The fact it keeps getting screwed again after a successful System Restore, when you boot normally and enter your password could be symptomatic of a Sasser Worm infection.

Download Stinger from McAfee, save the exe to your desktop and then boot into Safe Mode (with any network cables physically disconnected) and then run Stinger.
