I very much it'll be as big a difference on a very chunky PC but you get the idea.

Provide the evidence to support your claim. You can't just say it without backing it up.

see my link. I know that 8.1 gives the biggest boost to AMD cpus with programs/games that aren't too keen on using more than three or four cores .Its due to core packing (or scheduling, I'm not too sure what the exact term is).

And? You're just claiming its better for gaming but not actually providing anything to back that up... its like me saying i'm a pro gamer but have no number 1 placed championships/tournaments to speak for it. You wouldn't believe me.

We've been on this forum quite a while now, I'm not going to claim a lie on a piece of software, Come on dude use your head a bit ;)

Don't make me make a graph to prove my point :p BF4 is actually a pretty decent example because of how it properly utilizes the CPU. still a bad game though

Notice how on 8.1 the little blobs are closer together? This is how to read/understand frame times.

i know how to read it but one game doesn't make it true.. you need multiple games. Hell even a Heaven/Valley benchmark would do.

Does Heaven/Valley even support DX11.1/11.2?
That is why most of the demonstrations are of BF4, as it actually can/will use 11.1/11.2. Hence better frametimes+GPU usage.

Not many games do yet. Only W8 supports it and the 11.1/2 updates are the reason why it performs better. Not simply because its 8. If w7 had it im sure it could get the same improvements.

Very true but Windows 7 has all the DX updates it's going to get sadly.
 
8.1 is where it's at. 7 is now unsupported by microsoft, meaning driver updates won't be happening eventually. 8.1 also incorporates performance improvements on AMD processors.

Youre right about one thing though, that ass haulin' boot. Takes about 15 seconds for my Win7 rig to boot up from power off. My Win8 laptop pops up in around 5 or 6. That is awful nice.

Because Windows XP Sp2 supported DX9. A lot of game engines were created as DX9 based. Meaning Xp was thereby supported. Not that it gave great performance though and couldn't use modern hardware as well as 7/8.1 can. More games engines are moving on up. With Dx12, expect to see more new engines using that after a year or two.
