Win 10 updates pending but can't force install - screen grab included

My Win 10 is finding updates just fine, but it won't auto-install and I can't force it to install them. Below is what I see in the update section of Settings.

I click on the "download" button and nothing happens, and Windows won't install the Pending updates on restart. I've enabled auto-updates in Policy Settings and allowed download over a metered connection but I can't get the Pending updates to install - anybody have any ideas?

I set it that way via the registry when I first installed it to stop it doing automatic updates without my consent. It has never interfered with updates until now.
