What graphics card to get around the 400 to sub 400$ price point?

So I was looking at ether the 5700xt or the 2060 super for a friend of mine. He really seems to want a 5700 xt but I know they have had some rather aggressive thermal issues in the past. If we did stick with the 5700xt for his build(I will be building it for them) which 5700 xt in the price point I listed is the best? I was looking at the XFX Triple Dissipation as it seems to be an extremely good value and is an incredibly new release. Can anyone give me other recommendations or tell me if the XFX card is not that great for cooling?
 
Well XFX have put out some fantastic cards in the past. I always considered them good AMD performers, along with the likes of Sapphire. But these days im out of touch with them.

I saw one review from pc world which does seem to give the XFX card some good bonus points. But this was the THICC II ultra. Either way, it seems a good solid card. But then so is a 2060. I guess the 5700XT might be a better price v performance though.
 
TBH, I'd go for the RTX 2060 Super, as it supports the full DX12.2 feature set and has DLSS support if Nvidia pushes that into more games.

With Cyberpunk 2077 coming with DLSS 2.0, that's a huge benefit if the plans to play that. As much as I like the RX 5700 XT, DLSS 2.0 is a big advantage for Nvidia in supported games.

That's my two cents. If I want to buy AMD, I'd wait for RDNA 2 to have the "next-gen" feature set.
 
What Mark said. The features are what you want. Don't forget encoding, transcoding, streaming ETC. Turing is marvellous at those too.

DLSS is what will save you though. TBH? I don't even think the 2060s could run upcoming next gen games without it.
