**don't try this if ur not happy with messing around with accounts etc, u can screw things up if ur not**
From ur regular desktop, open up cmd at administrator level and enter:
net user administrator /active:yes
(1 free chocolate-chip cookie for realizing how to hide it again, which ofc u can use on any account u create)
The next time u boot Vista to the login screen, the administrator account will be there as an option. Ofc it shouldn't have a password at this point. But I'm guessing that prebuilt Vista installs may have a password set by the vendor. If this is the case, if u open cmd at administration level again and use the:
net user administrator new-password
(new-password being the new password, duh!)
May just work. In theory it shouldn't, but THE admin of the pc should be able to do anything to it. But then ur altering THE admin password from the non-admin account, but at an admin level - bizarre. Shouldn't be allowed if it does work.
This administrator account u can now log into doesn't, or shouldn't, hold the usual restraints that regular administrator level accounts have such as uac.
Indeed I havent even tried this myself as I'm on a Mac atm, but the logic seems sound to me (cept maybe the admin password bit), I'll try it later. Lemme know what u find, it should give the equiv of /root. Imo it's handy to have the ole administration login for purely maintenance purposes if nothing else.
EDIT: oh and if ur leaving it n the login screen, setting a password would be prudent.
