two GPU rattlesnakes? Motherboard prob?

Just bought a used card off ebay and tried it in my system - it sounds like a rattlesnake when gaming, loads of electrical noise. The thing is, this is the second such card I've bought that's been like this, and the first was a different brand entirely (in fact, a different SKU - same Pascal GPU but differing amounts of VRAM).

I've upgraded to a Corsair SF450 since the last time so the only constant is the motherboard - could this be the problem? I know the card gets some power from the slot, but my current card - a 1050 Ti - is electrically silent under load when powered SOLELY by the slot.

I'm afraid I haven't got another PC to try this latest card in, I just wanted to know if a motherboard could be the cause. I intend to go to a beefier card when I move to Ryzen 3 later this year but I don't want to burn any more money!
