TV line out problem.

Well my parents have a hupage WINTV-USB2 powering the tv on theyre computer. It normally work via a line out straight into the sound card, gets processed a bit in there, the straight out the line out. Card is a SB Live! 24Bit.

Now Ive built them a new pc, and all of a sudden theres a sharp, high pitched whine in the background of the sound from the TV card. We know its the TV card as all other sound (music, vids, windows sounds etc) play fine.

Now the signal from the TV card seems too be very weak. Meaning when the line in socket is set too line in via the creative drivers its very, very quiet. But when its set to mic the volume is fine, but the whine is there. The line in is too quiet too tell if the whine is there.

Running the sound digitally through the USB port works clearly and at the correct volume. But thats no use as we can't record sound off the video camera then...

Any help will be appreciated and anything thats not clear ill clarify.

@ tim - its a usb card. Clues in the name;)

The specs are:

P4 925

1GB Corsair value

ASRock 4coredual-vsta

PNY 6200

Creative SB Live! 24-bit

I put the SB back in they're old AXP machine and it had the exact same problem, so i think a combo of them being slightly senile and simply how loud the fans in it are the problem may have always been there. Just took my ear too find it.
