Not sure if you have gotten this right, this is DLC for Total War: Warhammer 1, not 2. IE, it is a new DLC for the previous game that was recently developed and will effectively tide players over until the next release. At least those that do not want to pre-order can just buy the DLC if they want it.
While Total War: Warhammer does have a lot of DLC, pretty much all of it was created post launch and each change to factions have completely transformed how the game plays, like any good expansion should.
I do agree that the Chaos Warriors day-1 DLC for TW Warhammer was crap, at least they offered it for free for the first week (perhaps longer) after launch so that people could see reviews etc.
Beyond that Total War Warhammer also had free DLC content with every DLC release, be it new lords for existing factions, new units and other content. They also released the Bretonia DLC for free, which is a fantastic add on.

This is DLC for Warhammer 1. It's also free if you pre order Warhammer 2.
They haven't gouged anybody. People are just so overwhelmingly naive and expect the world. Game Development ain't cheap. They don't make cut content. All there DLC is created after the main game. They then take a small team to work on DLC. That's not cut content.
Even if you don't pre order and you buy Warhammer 2 within the first week, you get this free as well. How you see this as a bad thing I don't understand. It's not a pre order bonus, it's just an early adopter bonus since they are changing the way they are doing these to prevent people like you from calling them out. They are doing this to be more "fair" for the consumers even though they've pretty much always been.
I wouldn't say that all companies are bad for DLC up until recently pardox did good things with the dlc for EU4, City skylines on the other hand really not that good

Paradox has always been bad.
CA had one mess up, depends on point of view, but other than that really I'd say no they've generally been great. Always FLC alongside DLC so everyone can still benefit.
