Don't think it's the same author but this mod existed years ago. I know it because I have it installed. Interesting to say the least. Maybe the old one got taken down.

It's not the same mod. It's similar, but I think this one is done much better. It only covers those settings that actually make a visible difference.

I'm 99% sure it touches all the same settings. The one I'm using at least. I know there's been a few that have been released so guess it depends what your reference point is for those who've looked into it

Yes and no. The mod that you're talking about also changes some settings that don't really have a noticeable visual impact,but they still have a noticeable performance impact. This mod is designed to provide you with a pretty obvious visual difference. Check out the screenshots on the Nexus page.
