Think you could argue it's "a small electronic device for playing computerized video games." if it's designed for playing videogames regardless of what underlying tech it uses.
When the Pentium came out with a whopping 16W power consumption, I joked that Intel is about to rename 'chips' to 'fries' and PCs will come with built it fish grilling, to be sold as 'fillet and fries'.
I can't believe that almost 30 years later this idea might become real. It boggles the mind.
Anyway, that'd certainly be a cool console. Amazing that a food company can create something like this, and a company called Atari finds it hard to release its lame console.

Where is the line drawn? Current consoles aren't far from PCs apart from custom OS and a locked bootloader. Since they're advertising hooking that up to a TV, maybe the UI is a fair bit different.

A console in its most basic term is just a small computerised system with a user interface.
