Stuttering when using 2 screens windows 11

So I've just put together my shiny new rig and I'm having an issue with stuttering when I plug in my second display I mea every 5 to 10 seconds the mouse cursor stutters or whatever is being displayed but as soon as I unplug my mini display it disappears.

My specs are:
B650E-F asus
7900x3d
32gb trident z c32
2tb sn850
Rtx 3090 asus tuf
Msi 1440p gsync ready 175hz display
1080p 60hz mini display
Windows 11 pro

it could be many things, but seems driver related but narrowing the cause down is a needle in a hay stack.

is the stuttering still presant when display is connected on boot.

or is it just when it's hot swapped ?

as for the solution i've no idea tbh.
