Steam won't open ( kind of )

Iv'e been trying to get steam to respond today, but as soon as the library page opens it just freezes. For some reason I can't access anything anything other than the first screen. The only way to get out of it then is through task manager, when I open TM, there is a message Bootstraper is not responding (32 bit )

I have tried a reinstall, and compatability mode, but neither of them worked. I then tried a fix from the steam forum of I also tried deleting steamUI.dll, but alas no dice there either. I'm pretty new to pc gaming, and am not too proud to say I haven't got a clue, please help ..

No mate, the regular download.

From reading some more this exact problem happened last year at the same time. One thing mentioned that was a big issue was redeeming game codes, and now I've thought about it, the last time I accessed Steam was to redeem a Humblebundle code.

There is no definative fix, just loads of theories and it worked for me's.
