Startup Repair when booting Laptop?

This video pretty much sums up my problem-

a cmd prompt opens when windows files are loaded, no matter what type of boot mode I do - regular, safemode etc.. Even tried disabling driver signature checks.

opens and come up with
"drvload successfully loaded x:windows\inf\battery.inf"
then instantly closes and opens Start up repair which does nothing except give me the option to "shutdown" or "restart" in the end.

If I need to wipe the computer, so be it, but I'd rather it never came to it since it's a friends computer, and I'm sure they'd prefer to keep their current files and documents.

The laptop is a Toshiba C660.

I'm assuming it has something to do with new drivers installed [or even Operating System], but no idea how I would access them otherwise to either downgrade or remove without having to do a fresh install.
Was hoping if someone can shed some light on the problem and have a solution for it.


What i've tried-
Booting Safe Mode
Removing Driver Signature Check on bootup [still comes up loading windows files no matter what]
Removing Battery pack and trying through using just power cable.
Removed Power cable to try just using battery pack
Tried booting from alternative disk (which there wasn't any except ODD, which never had a disk in it when I opened.)
