speed step ???

Turn off till you're sure your cpu is stable, as otherwise speedstep will be slowing your cpu down and not showing any instabilities. After you have a stable clock, up to you.
 
Yes, it is better because the CPU is a lot more stable. When the speedstep kicks in, it doesn't drop your voltages so you're pushing extra volts through, thus making it still keep its heat. Disabling it is also better as it keeps all your other parts in sync ;)
 
Yep as above turn it off however once stable you may put it back on, however some core2 boards will not work with speedstep once overclocked, give it a try
