Will this still be restricted to 8x lanes each then? Or does SLI make use of another chip?

its tottally depends on your board mate, mid range boards should only do 8x,8x but msi's top end p55 does full 16x,16x,8x becuase they have the nf200 chip on the board

So does this mean that a P55 board will be able to do SLI & Crossfire then?

I seem to remember a hack some time ago on a much older Intel chipset to demonstrate the possibility of just this. Apparently, it was never a technology limitation and all about licensing and trying to squeeze the most money out of the punter ie us enthusiasts.
