Server advice needed. Dell T20 dead. What shall i replace it with?

Hi,

Ive been running my Dell T20 (Xeon E3-1225 V3).

I use it for Windows server essentials 2016 for centralised back up

plex server

and i was meant to start running blue iris for cctv.

Server has died, its either the board of the PSU.



Anyway, what should i replace it with? what ever it is needs to be pretty quiet and better more powerful than the T20.

£300-£400.
