I wouldn't bet on OCUK doing this, That place is price gouge central, I also wouldn't bet on Scan doing this for long, Just a short term "Look we're not total scumbags!".
In that case, it appears to be Zotac boosting their prices, not Scan. Just look at the high-end MSI and ASUS cards; their MSRPs are well above £1500.
With scalpers increasing prices at the end, it is easy to see why vendors are thinking "We could take some of that money, instead of giving it to them".

It's impossible to say for sure, but it's not unreasonable to think that Scan could be genuinely disgusted with the way things are, just as we are. Scan is still probably earning more now than they were before all this happened, and they're probably happy about that, not about anything else.
Yeah, I feel the pain even when purchasing at the distributor. The one I buy from is now doing things like 1 GPU:3 PSU at times and I can't even pick the PSU. Or their 1 GPU:1 MOBO which is not considered a deal except I can't pick the board. I just wouldn't expect this from a distributor. I guess to their credit, it is better than a straight markup except it is usually parts I have no use for.
