SAPPHIRE 100171L won't boot on ASUS K8N-E-DELUXE

I am trying to help my brother-in-law with a problem he's having. He is upgrading his AGP ATI 9600XT to a Sapphire X1950PRO (AGP). His motherboard is an Asus K8N-E Deluxe.

Problem: When he connects the Sapphire the screen goes black and it won't boot up at all. He uninstalled the old one and removed it from device manager. He initially RMA'd the card and the second one failed also. The 9600XT works fine so I'm lead to believe the slot is fine and the card is fine and there must be a compatibility issue somewhere. He is using a 600W ps with both molex connectors attached to the card. He has updated his Bios with the latest version (non-beta).

Is anyone aware of any issues between this board and this card? The mobo manual says that the graphics card should be one with the +1.5V specification - it says 3.3V cards are not supported - which I'm not sure if the Sapphire is.

What mobo is that?

I checked the ps and the box and don't see any reference to a Rev #.

Sorry if I wasnt' clear--it's an AGP card NOT PCI-e. I also put the mobo in the title but not in the message--sorry.

Mobo is Asus K8N-E Deluxe
 
Try making sure the AGP bus is at x8

Try turning AGP Fastwrite on / off

Fiddle with the AGP aperture size if needed

Make sure the channel width is correct

Make sure any AGP voltage options are set to auto

Perhaps your board is trying to run the X1950Pro at 1.5v, thus forcing it to run at x4. If you have a voltage option, set it to 0.8v?

There has been a lot of people having problems with the X1950 Pro AGP cards so a good google should turn up some more suggestions.
