This is exactly what happened with GTA V. Initial announcement was consoles and later was announced for PC. We will just have to wait and see if they announce it at a later date.
As for justification, that's a simple one, the first game was never on PC!
Online being hack-tastic, that's a given. There isn't a online game that isn't. Why would this one be any different?

They don't need justification. If they didn't want to make a PC version, that is there decision. What's wrong about that?
