They know because of the import sheets and documents that accompany anything coming from out of the country. Everything inside the box has to listed on the invoice and show it's declared value.

If you lie about whats inside or how much it's worth you can only get insurance to cover the amount shown on the invoice, which is risky.

Best just to pay the import fees!
