Problems with Volts dropping when running Prime95??

Volts Dropping under stress. Is this caused by PSU??

So I've been overclocking my Amd FX-8350 for a while now trying to get the right settings but I keep running into the same problem which is when my pc is working hard (prime 95) the volts are dropping to 1.38 from 1.92 and not going any higher nor lower Im wondering is this because my psu is not powerful enough to oc a 290 and an 8350??

And I have turned all the Power saving settings on on the bios btw Through advanced core features but wondering if I could have missed something??

Another thing to consider would be the LLC. Have you set a level? Your PSU certainly isn't overkill but if you are just stress testing CPU/GPU separately I would expect you'd be ok
