I would like to know which of these graphic cards should I buy?

My configuration od PC:

MOBO MSI Z97 Gaming 7
CPU 4790K
CPU COOLER KrakenX61
RAM Kingston FURY 16 GB(2x8GB) 1886MHz
SSD Crucial MX100
PSU Cooler Master V850
CASE Enthoo PRO


I care for low temperatures and silence.

TTL has just done a full review on the Club3D R9 290 royal ace. It's on the main site if you scroll down a bit, go see if you like the look of it. I like both companies but it will come down to your personal preference and budget. Right now the PowerColor card is quite a bit cheaper(on offer), at least here in the UK.
 
If you want the lowest temps possible from a 290/290x a Sapphire Vapor X 290x is your best bet.

The difference between the R9 290 and R9 290x 5-7 frames, that's why I do not want to overpay for R9 290x. ;)

i want to choose between:

PowerColor R9 290 PCS+ and Club 3D R9 290 RoyalAce

PowerColor R9 290 PCS+ costs about 500$
Club 3D R9 290 RoyalAce costs about 520$

I've got the Powercolor... It's not quiet. I don't think it's over the top but you know when it starts to spin up.

Nope, not a bad choice at all. I wasn't aware of your budget, but now that I am, the MSI card should do you well :D
