Poor system performance - Running out of ideas

Hello All

I'm looking for some hive mind ideas into some performance issues we're having with one of our systems. I'm running out of ideas!

The system is set to DOCP. I've swapped the graphics card with another working system, same results. All drivers up to date, latest bios.

I didn't design this system and I know the memory speed is less than ideal for it -but would that be causing such a performance bottleneck?

I'm not at the 3950x rig to test that for you. However, it seems Nvidia cards will bottleneck really badly on CPUs lower down the stack than the 5000 series and latest Intels.

IE - Ampere has all of the issues AMD had with GCN. Unless the CPU is wickedly fast on a few cores (like closing in on 5ghz with the latest IPC) then your gaming will suffer badly. Like, the 3090 gets matched by the 5700xt if you don't feed it tons of IPC.

I can see the RAM bringing things down a bit, but dang man not that much. I "only" have 2666mhz in one of my 1920X TR rigs and it runs really nice with a 2070 Super.
