pc tring to start but does not HELP

Hi, I have a pc that is trying to turn I took a video to show you what the problem is.
Now I have tried this with old PSU 1000w one that I had in my old one and it's still doing the same so what is doing this?

I have hooked this up to my second power supply and its the same problem.
So now I am stuck as i don't have any more parts to try with.
Any advice would be good.

Something is triggering PSU's overcurrent protection. Could be motherboard, CPU, GPU.

Before this happed my screen went to no signal but the pc was working just fine then I pressed the reset at the front of my pc and then it started booting circle ie it starts and stops.

May I ask I have tried this 2 power supply and they both are doing this are you sure its overcurrent problem?

Try one stick of ram. Make sure all power cables for the board are in properly. Clear CMOS, remove battery etc.

If all else fails take the CPU out and check the socket. Moreso if it's Intel. Make sure you have no bent pins if it's Intel.

Yes. It is not the power supply problem. Failed component is triggering it on both of them.

Edit: Try unplugging devices one by one until you find the faulty one. That is the default procedure.

My friend had this exact problem the other day, after PC working fine for a few days, issue was the GPU, easiest thing to test, just unplug the 6pin/8pin GPU cables and have a try, should at least get further than this even if GPU only on slot-power.

Update for you all I have removed the gpu and the battery seems dead. I have tested all the memory slots with one merry than the other with the same results it's still doing the same thing. Their no CMOS button on this motherboard. So what should i do?

Intell E3 1220 V3 @ 3.10GHZ
Haswell-WS
Asrock H87 Pro4

I did the cmos for about 4 mints i left the jumper in cmos mode still no luck. Still doing the same. The battery was not instaled while doing this.

Sounds like your reset momentary push button switch might be stuck on / shorted. Try removing the reset switch connection from the motherboard and powering on.
