PC for Minecraft and medium settings 1080p games

I am currently on a small budget, but i want a 1080p gaming computer that can play medium/max settings in most 1080p games and that can do minecraft with a bunch of mods and heavy shaders. It also must beat PS4 performance significantly, if possible.

-I live in Portugal;
-Already have a monitor, include peripherals in a separate budget (Mouse, keyboard, headphones and microphone;
-Use Amazon.es or KuantoCusta as price guide.
-Sacrifice SSD if needed;
-Include optical drive;
-Do not include software, but have in mind it is Windows 8.1 (64 bit);
-Make it upgradable.

It would help if we had a budget to work from fella, but if you want a rough idea take a look at my system specs in my signature, I run games at High to Max in 1080p, with Minecraft being Java based it relies heavily on your CPU so I'd say minimum an G3258 Pentium, as you are planning on running it with mods and heavy shaders maybe look at the i5 4690K. If Intel is a little to rich you should also take a look at the AMD A10-7850K.
