According to an admin ManuelGuzman on the Nvidia forums -

We just posted the driver. Might take a few more minutes for the cache to clear in certain regions. Try again in a few minutes.

I eventually saw that! Thanks for the heads up. For anyone having trouble, try downloading from the UK NVIDIA mirror instead of the international one.

This driver after some testing has messed up DSR.

Apparently setting 4K in a game using DSR actually sets it to a tiny amount above your monitors native rez, Nvidia apparently think 4K is 2572x1452.
