NFS Carbon DX problem

I dont know where to put this so ill put it here and the mods can move it if need be:) Anywho, i have NFS Carbon and when i go to install the DX box comes up of course to say yes or no and agree. Well there are no letters in the box and when i click yes it says i need to have DX Version 0 or above installed. Im like uhh ok so i install the DX from the DVD. I already had the latest installed, but maybe this will work. Nope. Ive tried reinstalling video and chipset drivers, messing with services, startup options. Everything except reinstalling Windows. I have 2 drives, one for interwebz, one for games. Im of course obviously installing this on my games drive which has nothing but Windows drivers and games installed. (Windows installer 3.1, SP1A, and dotnet fix 1 and 2 are installed too). What puzzles me further is, if i go to my internet drive which is configured the same way it installs fine.:( So hopefully somebody can help me.

EDIT, sorry just saw the games/software section.
 
If i read that correctly you dont have SP2 installed on that drive?

Iirc Dx 9.0c and above needed SP2 too run.

Check you dxdiag.exe to see if there any problems there too.
 
Nope, DC9C was out when SP2 was out. Not to mention i said i had installed it on my net drive which is configured the same as my games drive. Each have SP1A and the latest DX update with no problems. Just this thing dosent wanna install on the first drive.
 
Ok i just reinstalled Windows AND i put SP2 in and its not working at all. Heres what i did, booted into safemode and took out ATi drivers and mobo drivers (so Windows dosent detect all that extra crap and it just installs straight forward), booted back into regular mode, inserted CD and re-installed. After installed i inserted Carbon DVD and installed DX9 December update, i then installed SP2 and DotnetFix1.1 and2 (for CCC), i then installed mobo drivers and ATI drivers. Went to install same crap. Yet, without doing anything to my net drive it installs fine. I guess ill just deal with a little performace loss from extra processes running in the background.
 
I installed over the top cause there was nothing wrong. Every other game i have installed (which is alot) works perfectly cept this game wont install. Here ill take some screenies to show you exactly what its doing.

After i hit yes it gives me this error which i find amusing.

Why is your EULA blank?

That would suggest either a corrupt disk or this is a pirate copy to me.

If its a corrupt disk contact EA and have them send you a new one.
 
They already said they wouldnt cause ive tried. If it was curroupt though it wouldnt install on my other drive which is configured exactly the same and is on the same computer. It just dosent pop up on this drive. Ive also gone down to my friends house and it installs fine on his machien too.
here try this, instead of booting from CD, try using a mini image or replacing the .exe, just an idea
This wont work because i cant even install it. This is pre-instalation.
