New Corsair DDR2 PC-6400 not working fully

Hey everyone I just got the above Corsair memory 2 2GB sticks and I got them in okay and started everything up and it seems to be working alright but when I open up task manager it says that I only have 3326 MB available. Are there any tweaks that I have to do in order to get the computer to use the full amount of RAM available? Also in CPU-Z. it says that it is only running at 400 MHz but I was under the impression that it is an 800 MHz stick. I have included what I am running below. Thanks for the help everyone.

Corsair CM2X2048-6400C4DHX 2x2GB, MSI MS-7250 NVIDIA K9N platinum, AMD Athlon 64 X2 4600+, a single and NVIDIA 8800 GT.

Let me know if you guys need any more information.
 
Sounds like you are running a 32bit copy of windows.

It can only see 3326mb of ram inclusive of videa card ram too.

The only way to use 4gb+ of ram is with 64bit copy of windows.

it's DDR2 (dual data rate) though so it runs at 400 but is polled twice per cycle =800.
 
change RAM speed in bios?

So then even though in the bios it allows me to change the speed of the ram to 800 I should leave it at 400?
