Microsoft has reworked Xbox Scorpio's specifications

But let's still put in a 4+ year old CPU...

Yeah this to me makes no sense, If AMD's Zen was 4-5 years in the making they should have gone with Zen as they would have known AMD's lineup due to the close partnership, That CPU is badly going to hold the console back as is evident by on Deestiny 2 and Bungie saying "we can't get more than 30FPS due to physics and the CPU limitation"

They didn't say Scorpio would be 30fps however. The CPUs are fine if optimized for right, they could have off loaded more stuff to the GPU instead of making the CPU process everything. It doesn't even look like good graphics so to me it seems to be like there design choices.

Bungie indeed made the statement regarding thr ps4 pro, nothing yet on the scorpio. But the cpu is near identical to the pro aside from the clock bump. And you can't just offload load from the cpu to the gpu to make up for the lack of power. The gpu itself will be stressed enough if theh even wanne reach their claims of getting 4k with decent graphics. And the cpu does calculations while gou does video, you can't switch data between them to make up for one bottleneck (atleast not to make a significant impact). Also 'optimisation' is a lost term for consoles now. They have pc like hardware, devs know what to do (if they want to atleast) so you won't get ps3 like increases with learning the hardware. The cpu will bottleneck, and the scorpio will run a lot, if not most, of AAA games at 30 fps cuz MS gives devs the choice where they wanne use the power. And advertising graphics is more interesting to them than advertising 60fps... which actually helps gameplay

I know all this. And yes you can offload to help relieve the bottleneck with the Scorpio they way they seemed to have integrated very tightly the CPU and GPU so they have a more direct integration.
And no most games will run 30fps because they will choose to in there design choices. It's easier to keep all the consoles at 30 and then make the PC variable rather than have different FPS targets for multiple platforms.
