Microsoft has announced their new Xbox Play Anywhere program, which allows Gamers to own PC and Xbox One games across both platforms with cross-saves, PC + Xbox One Co-op.

It seems to me that buying one copy grants both versions (I'm guessing it'll have to be a digital purchase though). That allows you to play the game on both platforms with shared cloud saves etc.
