Liquid cooling reviews should state ambient temperature?

Does anyone else agree with me that the ambient temperature should be noted when testing liquid/air cooled solutions?

Reason being, we're looking for the delta at which a liquid/air cooling solution can produce.

99% sure all temps on oc3d reviews are delta, and that the ambient is also stated.

If delta is shown it doesn't matter what ambient is... delta takes ambient out of the equation. You only need to know how much the cooling solution can dissapate heat, which is recorded by degree C. Its the only way you can get a consistent/accurate result.
