Lag spikes on new build.

Hello i am pretty decent with computers but i cant seem to fix a lag spike issue when playing csgo.
I have re-installed gpu drivers, updated the bios. played around with settings in-game and out of game. i cant seem to find the problem. im pretty sure that it occured once i had tried the oc tuner in the asus bios. when it auto changes ur settings to performance mode ect. i have put everything back to defult and im still getting these lag spikes, its not fps spikes either. and sometimes when i lag i can here static noise in my headphones. I am wondering if its my cpu or power supply, i am using a stock cooler ad temps are average. please help me. thanks alot

Also i should of mentioned, when i restarted my pc earlyier i got a warning saying "asus anti power surge has stopped the pc from booting" or something like that. i think my power supply may be broke. i cant belive it because its a corsair one. at least it has warrenty and hopefully not damaged the cup, also i upped my cpu volts just a min ago too 1.2 too see if it would stable the cpu, it made it worse. hope this helps anyone with alot of knowledge on pcs. thanks

and why is that? lol. but here you go. i5 4960. sabertooth z97, 8gb corsair vengeance pro 1866mhz, corsair rm750 power supply,gtx 560ti
 
heres some pics of the ram settings, pretty sure there not right. do i just put the 9-10-9-27, from the top part, starting from the top going down? where it says the timing is like. right? thanks

i just set the timings, 9-10-9-27 and still getting the spikes.

is it a possiblity that the power supply isnt stable? or the cpu isnt? should i run a test to check the cpu? if so which? OCCT or prime95? thanks

help me =[ still getting spikes, even re-installed the game. next thing to try is re-install windows :S

thanks for the reply but they are already installed in the best place. its nothing to do with that. thanks anyway
 
any more ideas? really want to fix this problem. considering using another power supply and then testing.
 
i will do, but considering there was no update as i am aware and the problem just randomly started occuring i highly dought it has anything to do with that :S

yea, tried another game and the same lag spikes. so its 100% either my power supply/cpu or motherboard.
