Not on the version we use afaik. There are ways to do it with scripts that run on the server, but setting everybody's rates the same is not the answer.
For starters people get used to the rates that they are running, and chaing them will prolly p155 them off, then you have to take into account that some people may be on slow connections or located in a different country and lower their rates in order to reduce loss/choke.
The way i see it, the only way to get around this is to manually check the rates so that we don't end up rubbing ppl the wrong way
