They also chose to build it there because the US administration is trying to bring businesses(therefore jobs) back by lowering Corporate taxes and simplyfing regulations. So it's not an entirely wasted operation to continue building it.

Good for Intel on doing this, however seems it's a little late? It must already be so far along it'll be producing chips soon.

That is a good thing. More people having jobs is never bad, these are high paying jobs too. And considering they are in a great location with many top level Computer Science/Engineering Universities, it's a great way to recruit top level talent. I see this as a great thing. US has a problem with this.
Most of there layoffs have come from there GPU staff because they are clearly outclassed. Mine as well focus on your strong point. Which is CPUs
