Installing Windows Problem Please Help! Vol. 2

So I've been fiddling around with my dads computer for hours. I've tried to figure out how to install Windows. At first I got the error that said something about not being able to install Windows after it was done. It wouldn't let me enter Windows. Sorry, I don't remember what it said. But now I think I found out what the problem is. I think I need to make the HDD to convert it to a dynamic disk or the oposite, convert it to something else, but I can't figure out how to do it since I can't boot with the PC I got trouble with. It says that "Windows cannot be installed to this disk. This computer's hardware may not support booting to this disk. Ensure that the disk's controller is enabled in the computer's BIOS menu." So now I can't install Windows as I could when it didn't work.

I've looked in the BIOS, and there's nothing I can do there so I don't know what to do...

It's a Dell Dimension E520.

Any help here? I'm getting so tired of this.

Is this with a new drive? Does it show any partitions on the drive? If there are any, wipe them out and recreate them. Does the hard drive show up correctly in the BIOS?

Yes, it's a brand new Samsung SpinPoint F3 1TB. There comes one partition once in a while when I try and install Windows. Might be Windows who made it when trying to install it. I've removed it every time it comes up. And yes, the HDD shows up in the BIOS. I'm suspecting it to maybe be a RAM problem. I'm trying to install MemTest86+, but it won't burn it to a CD for some reason. And the reason I think it might be a RAM problem is because I tried to install Windows XP to try something different from Windows 7 and I go a blue screen which said partmgr.sys. When I Google'd it a lot of hits came up with it maybe being a RAM issue.
