Instability at 3.7 gh/z on FX6300. Help!

Okay so I've started to notice something weird happening within CPUz.
Although I have Oc'd to 4Gh/z and set voltage to a constant 1.4v CPUz shows the cpu jumping from 1100 mhz to 4011mhz and the multiplier from 5 and 7 to 20 a few times a second.
This is occurring during light usage such as typing this post and streaming videos downloading/torrenting.

Can anyone shed light on why I don't have a constant 4.0ghz speed?

Wait the answer might already be in this thread. Hunting the CandQ setting now. Will report back.

Very sorry for the late reply. The Bios was acting weird after I started looking for the cool and quiet setting. It go so bad that no settings I set would stay there.
I save and exit and BAM. Back to normal.

Yesterday I read the manual.
I cleared the CMOS jumper. Reinstalled windows 7 HP over the previous win 8.1 i had 2 days ago.

I have now noticed the clock speeds only begin to go down after a long "sleep period from leaving the comp on over night.
Temps are 26c idle 42c load. h80i. (Being read with HWmonitor)
Ambient temps are around 7 to 13 c.

As to your question settings are 20 on the multiplier. 1.4 on cpu volts.
Trubo core off.
Cool and quiet off.
Spread spectrum off.
Power saver mode off.
DRAM at auto volts @ 1600
Digi power control setting all bumped up to 110% ( because when highlighting them a tip appears saying high % increase overclocking possibility.

I know i have missed settings, these were the most relevant i feel as i don't really know how to screen shot in the BIOS >.<

UPDATE: I just shutdown my PC and when i tried to boot and go into bios a screen appeared saying overclocking has failed please press f1 to run setup. Which took me to the bios.
I re did everything to OC to 4.0 gh/z and booted up. CPUZ shows a constant 4013.4 mh/z @ 1.4v on CPU.

This is troubling indeed.
