I7 4790k running at 800mhz

Ok, so my i7 4790k is running at 800mhz but is fluctuates all over the place randomly then comes back to 800mhz. Has anyone experienced this or does anyone know how to correct it?

PC specs are

I7-4790K
Asus Maximus Vii hero
16gb Corsair dominator platinum ddr3 2400
EVGA 850 P2 PSU
Asus PCE-AC68 wireless card

Update.

Strange...Looks like I fixed it. I went into windows 10 additional power settings and changed it to the high performance option. my CPU is now holding steady at 4399.99MHz - 4400.00Mhz. odd that that would fix the issue lol. Hope this helps anyone else that might have this problem. Ill update this post again if the problem comes up again.

Going down to 800MHz is just speedstep kicking in i.e changing clocks and voltages on the go depending on CPU load so you are not always at full clocks which is a little unnecessary.
 
Pros leave the drop enabled. I used to want to see my CPU at full speed all of the time but it wastes 'leccy and basically makes more heat.

I leave Speedstep and EIST and all of that enabled now. Not that it's very hard though on a locked CPU :D
