Hello all im asking what the difference will be in everyday use

In my country i can only get the cas 11 version but its very cheap around £65

Cas 9 kits from other brands corsair, kingston, mushkin wil be almost 3 times the price and not an option, will it be better to stick with cas 8 1600 MHz Vengeance? i kinda want to swap for an extra fan on my CPU cooler.
