If it is wet then it is condensating, phase change units dont leak like that, they leak gas.
As long as the condensation doesnt build up and drip then it should be fine. If you want to get rid of it then wrap a bit of closed cell neoprene around the hose of a bit of extra insulation.
I find condensation can appear when the processor is not giving out much heat, the resolution was to just up the volts a bit to the CPU and it puts the prommy under more load
From the looks of it, yours is probably just the insulation though.
