I undervolted my 4770k from 3.9@1.212 to 3.9@1.075 because i thought the voltage was to high on stock. The temps went down about 10-15 C, performed stability tests with intel burn and aida 64 and it was stable.

My problem is the folowing the voltage in bios is shown @1.075 and in aida and cpu-z @1.092 what's the real voltage?

Do i have a bad chip?

Specs:

4770k
Gigabyte Z87-HD3
8gb Kingston @2000Mhz
GTX 780
2x Kingston Hyperx 120gb raid 0
2x Seagate Seagate barracuda 2tb raid 0
Cooler: Artic Freezer 13 Pro

Bit of a stupid question, but did you use offset.

Anyways with such a small difference you shouldnt be worried at all, you should also note that the voltage shown in bios is indicative of its current voltage, not its set voltage if you are referring to it voltage monitoring section. The voltage shown in the bios is the result of the amount of load on the CPU.

Also note that there are features that will auto adjust your voltage accordingly.

well my 4670k is set at 4.2@1.15, thats what i manually keyed into the "classic" Gigabyte bios and thats what cpu-z reads. however, in the other bios (the new fancy Gigabyte bios, not the classic one i used to set up my clocks) it shows up as 1.162, an it shows that reading in OCCT as well. my other settings are i think the same as yours, i know for sure that the VRIN EO is.

EDIT: actually i set my LLC to Extreme

in the end i gave up worrying about it, it doesn't seem to have caused any problems.
