This is what Rockstar says about that.

The following Radio Stations will be temporarily unavailable in Grand Theft Auto IV: Complete Edition

RamJam FM, Self-Actualization FM, and Vice City FM (previously available in Grand Theft Auto: Episodes from Liberty City)

So the missing radio stations should be added back in later.

Basically License issues and all depending if Rockstar can broker a new deal or just doesn't bother and uses the temporarily thing as an excuse to keep people at bay.
