Hey Folks!
This is going to be a long post, and i'm at work right now but I figured i'd take some time to post here and I can apply any advice given when I get off work.

Previously I was using a Gigabye 7950 3G Winforce Edition.
System Specs I think are in my Sig: (I'll Edit it in after I review the post if it's different)
I should also note that I switched to a GA-Z97MX-Gaming 5 from my GA-Z87N-WIFI at the same time of purchase so I could eventually get a 2nd card. Other than that my hardware is the same as when I was running my 7950.
The first thing I noticed on my new card was in Euro Truck. In nvidia surround my 3rd display was running these weird black patches through the screen. like areas where half the screen would be black, and it would slowly move down until the screen was full again. (i'll find a screenshot). This was with 344.11, framerate did seem to be ok though but I wasn't logging it at the time.
I update the drivers to 347.09. Checked Eurotruck 2, nvidia surround is working much better now, but I check my framerate with fraps and i'm only getting around 45 or so. similar to my old card.
Dissapointing but other than the very low framerate things seems normal.
It's when I started reciently playing Elite Dangerous that I really started to feel let down by the card. I was seeing people online getting 120+ fps on their 970 in space and still way over 60 in the stations and I was getting around 23 fps inside a station and barly 55+ in space.

I download MSI Afterburner and leave it on logging, this time using Assassin's Creed Black Flag as a test. Fire up the game, it's very slow and choppy. I should not I can put any game on LOW or Ultra and it's pretty much the same.
Heres where things get weird, The cards never going above 55c OR above 50-60 Utilztion in afterburner.
I've also checked my CPU out. Running a Xeon V3 1275 haswell, which is very similar to a non overclocked 4770k and most of my games never reach 100% so I didn't think it was bottlenecking, at least my old card didn't.
So a few days later I turn on my system from a Cold boot and start up Black Flag, weird, This time I'm getting full 60 fps across all 3 1080P screens. Wicked, things may have magicly resolved themselves?. Head off to work, while at work I did RDP into my box for a few files but that was all. Got home later that day and figured I'd play some Elite Dangerous.. Nice :| back to 25+ fps.
Things I've done / I can do.
I have both a Corsair CX600 and a Xigmatek Tauro 600. Neither seem to affect the card.
I could put my ITX board back in and try it again as it would be the same build as my old card but I've been leaving that as a last minuite.
I've used Nvidia Inspector to force all my profiles "Power management mode" from Adaptive to Maximum Performance as recommended, no luck.
I've set my current Board to Defaults as some people have said helps but it doesn't.
My board has a option for the PCI-E, it's confirmed to be set and running at Gen 3.
My onboard Intel graphics are disabled (common sense, but I'll still mention it)
My Ram is indeed running at it's xmp profile of 1600mhz
It's so random. From a cold boot sometimes things work / sometimes they don't. No logic at all as to why. My own opinion is that the card is not appropriatly stepping up through it's power states with the load that's put on it.
Anyways sorry folks for the rant, I just needed some insight before I RMA the card. I no longer have my old one so that means on board for a few weeks.
