Destiny 2 is screwed then, Their version of loot boxes "engrams" which can be freely earned at a fairly fast rate can also purchased with silver coins which you pay real money for.

This honestly is another case, where age verification would make things much simpler and better! Not only could we stop censoring games, if there was an age verification on Steam or another additional rating for 21+, but we could also enable lootboxes for players at the age of 18+...
I like my lootboxes, especially because I can sell them on Steam

That won't work, you just tell the system you're a certain age.
That's where your ID comes into play. There are a lot of sites that require a copy of both sides of your personal ID card, before you can make any purchases. Simply apply this system to Steam and boom, there you go.
