Faulty HDD?

So I have this new build with a Samsung 240GB boot drive, I've tried multiple HDD's for storage with only success but when I use the supplied HDD that came with the other parts (building this rig for a friend, he chose the parts) it just bleeps twice with a faint tick like *bip... beeep* and does nothing, it shown itself once and said it had 128GB and when I tried to format it I got a message saying "The request could not be performed because of an I/O device error."

The drive is a "Seagate Barracuda ST1000DM003 1TB"

I'm guessing DoA but I could be wrong.

Check your SATA connections, I/O error is refering to that.
 
Obvious question, but have you tried different SATA ports?

I've tried multiple HHD's with the same port and cable, I've tried the SSD in the HDD port, I've tried the HDD in the port where I usually have the SSD... All witih success.

I've tried the HDD in my own PC, didn't work :(
