if i want to run two different fans off of a pwm splitter should i have the tacho pin go to the the lower RPM fan or the higher RPM fan?

The tacho pin is only for readout. So connect it to the fan you want to read. The whole contolling of the fans is done by the pwm pin by configuring how much percent the fan runs with at which speed via bios or software. So basically the tacho pin is only for monitoring and has no influence on fan operation.
