For X299, and X399 full cover blocks are a way to go. Yes EVO is good block but i think those fins are just to small to pick up widely spread heat form Threadripper, and you really need to put some proper cooling on those VRMs for best performance.
But didn't Tom point out that the VRMs on the extreme handled an overclocked TR @4ghz no problem with the standard cooling solution? The CPU mount gets hot not the VRMs thus negating the need for a FC block on X399 (with Asus at least)

Of course the VRMs on TR get hot ! seriously that's silly. Why would Asus have fitted enormous heat pipes with fins on and put a fan over them?
Tom said there were no issues with the Zenith.. That is because it has the fan etc. I would imagine the Strix would be good too, as it uses the same arrangement. Come to think of it so does the Prime
And that's the cheapest X399 board. Those who make boards without this sort of cooling for the VRMs are looking for trouble, IMO. VRMs get bloody hot dude. Like take your skin off hot.
Ed. Going back to VRMs etc. A full cover block would be awesome. Remember - heat kills. So yeah, some VRMs can run at 90c with apparently no problems, but I guarantee you they would last a damn sight longer if they were running at 40c under water. I just wish full cover blocks were easier to access and cheaper. Like AIO cheap.
