It'd be nice to see DX12 on 600 series and up on nvidia cards but we will have to see I suppose. Overall though it's nice to see optimisation for PC gaming happening somewhere even if that's not in the games certain publishers are currently pushing out

Shoot themselves in the foot they will then. Hopefully W7 supports it. I have high hopes for W10 but the amount of games going to be released on DX12 will be minimal, not making it an ideal upgrade for many users. Hell we still have a butt load of games still on DX9
edit: This also explains why AMD cpus are not as fast gaming wise compared to intel. As you can see in the article the DX11 API overhead is nearly entirely single threaded dependent while all other cores hardly do as much work. I think DX12 API will give AMD a boost to performance, or at least is should prove to gain more performance than an intel counterpart.
Software and hardware companies are known to help each other out when it comes to future products, so I wouldn't be surprised that it only supports from 800 (notebook series) and 900 series graphics cards. Since Microsoft has stopped yielding support for windows 7 I'd figure that it would be win 8 and forward compatible only, but who knows maybe they will surprise us by being backwards compatible.
Microsoft will only be supporting DX12 on Windows 10 for a while (this is partly how they will make sales and gamers / people transition over to it), DX12 MIGHT come to Windows 7 and 8.x but it won't be there for almost a year, as they will have to re-write some of the OS to integrate it into them (The desktop is run through a DirectX layer amongst other parts the OS)
