I haven't got the link to hand but on another site they were saying there would have to be two versions of the game on the disk, one for 4 and one for 4k (PlayStation 4 Neo apparently) It will also be able to upscale content which is good for anyone with a 4k tv and rubbish terrestrial broadcasts.
So it's not just their usual half life shrinkage/slim version with minor updates it's quite a change to the power.
Think about what you're saying and what is known about this right now...
* "No games will be made specifically for the upgraded console"
* "All purchases made with PS4 can be transferred to the updated system"
If no games are made specifically for this console then why do they need another version of the games?
This 4K version is a response to what they stated back in 2014 about the PS4 not supporting 4K video content but they are looking into ways of either bringing a 4K model to the shelves or possibly allowing 4K streaming to the console. I'm thinking they found that impossible with the current hardware so upgraded it to support 4K but to prevent it being a pointless upgrade they made some changes to help the frame rate of the PS4 games as well.

I think this "slight upgrade" can delay a release by months or Devs could pull a UBISOFT or WarnerBros, skip QA and just release a disasterous version. Such a plan would mean the 4.0 version would have to be delayed in order to release in sync with the 4.5 version, meaning loss of revenue, money which they need to claw back from spending extra in development.
It's not a entirely new CPU and GPU. From what I've read... these are improvements on what they already had not entirely new architecture... so developing for them shouldn't take too much more time but we won't know till Sony officially releases information and developers actually start working on games with the new dev kit. Right?
Plus I think developers need to start pushing back their games anyway to prevent the bull that comes with bad coding. Example: The Division... The game is so broken even after pushing it back but that's a conversation for another day.

This isn't new architecture... not a new CPU and / or GPU. It's a upgrade from what Sony has already built upon so if they do this correctly then it shouldn't take that much extra time to develop for the PS4.5 since it's supposed to work along side the PS4 with no exclusives to either with all games working on both. We honestly won't know till this is confirmed and the upgraded console is confirmed.
