I finally sold my pc today, hurray!

Aside from the blunder I did of giving away 2gb rams that I had borrowed, I'm considering now to buying a new PC.
The pc will be primarily for gaming and programming(java/c). I was looking forward for the new DDR4 rams, however, I found out that only the X99 MB had those. What the heck!?
Why do no other mb have ddr4, how much of a difference is there really between 4 and 3 and should I wait for other MB to support ddr4?
Btw, I sold my old pc for exactly the same price as a i7 4790k. I have an extra 700w psu and old gtx 560. Since I'm a student and am on a budget my primary question is:
1) Should I buy the Intel Pentium G3258 with a z97 MB + rams and spend a little extra on a good gfx, then hope to upgrade the cpu in the future
or
2) buy the 4790k and spend a little extra on mobo and rams and go with my old gfx. Then upgrade the gfx in the future?
What are your opinions? Im very concerned about the future flexibility.
